The Nigeria Communications Commission (NCC) has launched a two-day public inquiry to examine three key regulatory instruments in the telecommunications sector. This event, which began on Tuesday, brought together experts, stakeholders, and engaged citizens to discuss and refine essential regulatory frameworks.
In a recent statement, the NCC highlighted that this engagement follows the suspension of issuing communication licenses in three categories: mobile virtual network operator, interconnect exchange, and value-added service aggregator. The suspension was announced last week by Reuben Muoka, the NCC’s Director of Public Affairs.
The NCC clarified that this decision aligns with its authority under the Nigerian Communications Act (NCA) 2003, which grants it the power to issue and renew licenses, promote fair competition, and develop the communications industry.
During the gathering, participants reviewed three significant regulatory instruments: Telecommunications Network Interconnect Regulations, Guidelines on Procedure for Granting Approval to Disconnect Telecommunications Operators, and Guidelines for Dispute Resolution. The NCC emphasized the importance of these instruments in maintaining the robustness and integrity of Nigeria’s telecommunications infrastructure.
Aminu Maida, the Executive Vice Chairman of the NCC, underscored the vital role of these regulatory instruments in shaping the country's communications landscape. He noted the necessity of refining them to address emerging challenges, trends, and opportunities.
“The first regulatory instrument on our agenda today is Telecommunications Networks Interconnect Regulations. Interconnection is crucial for enabling seamless communication between different networks and fostering the growth of the communications industry in Nigeria,” Maida stated. He added that the review is essential to keep up with technological advancements, promote competition, protect consumer interests, align with international standards, and enhance regulatory efficiency.
Maida also discussed the Guidelines on Procedure for Granting Approval to Disconnect Telecommunications Operators, noting that as the industry evolves, these guidelines ensure that disconnections are conducted transparently and accountably.
Furthermore, Maida highlighted the importance of the Guidelines for Dispute Resolution, emphasizing the need for a robust framework to address inevitable industry disputes. “These guidelines aim to provide a clear and transparent mechanism for resolving conflicts within the communications sector, promoting timely resolutions and ensuring fair treatment of stakeholders,” he said.
